docs(import-tool): rewrite README around scenario-first, host-agnostic guidance (#1424)

Restructures the import-tool README around the two actual import paths
(direct legacy-to-server, and staged legacy-to-local-to-server), replaces
OVH-specific prose with generic remote-server language, clearly separates
the legacy VPN from the deploy SSH tunnel, removes changelog-style
before/after narrative in favor of describing current behavior only, and
strips real host/path/user values from examples in favor of variable names.
